We used to pull 3 16" bottoms with an IH 656 60 hp. We had some spots with pretty heavy clay or what we called "gumble" sp? I think it would have been in the 3.5 to 5 mph range. So I would say you have plenty of power, rollover or straight bottom should require about equal power. Ok now I see the no weights or fluid part, I would say you may be looking for some ballast, depending on the tractor weight.
