will I have problems using it to control the population and for row shutoffs?  I plan on running 4 sections.  will it try to reduce my rate by a fourth every time it shuts a planter section off?

I would think so, if you are running in a liquid mode, the assumption is that the flow meter should be turning slower when one or more sections are off so the control circuit will attempt to slow down the flow so as to deliver the proper amount to the sections that are on. This would be correct for a sprayer but not for a planter drive.

This is the same problem that some controllers have when running certain dry rigs that have a Left and a Right Section such as a Gandy box. Often there is one drive but a clutch is used to shut off one side. If only one side is applying the drive needs to run the same speed as if both sides were ON. The Raven consoles such a 660 have Liquid, Granular 1 and Granular 2 modes that do the math appropriately for these various situations.
