So tell your school district to move to a computer based instruction (CBI)  model. Good computer based instruction (CBI) beats human teachers hands down and at a dramatically lower cost. CBI systems are always available, treat every student identically (no special deals because you are a good athlete or well connected) and teach to mastery (no passing with a D-). Current generation systems are adaptive - teaching each individual uniquely based upon learning style, interests, etc. There is a reason that they are used by DOD and the State Department. Every student (rich/poor/urban/rural) gets taught by the best teachers in the country. Remember that half of all teachers graduated in the bottom half of their class. And did I say that it cuts the cost of education dramatically? State certified CBI courses are available for every course you can think of (music, math, chemistry, physics, writing, reading, foreign languages, art, you name it) and for every grade lavel.
