Sounds like too much air for the tractor if it is set up like you said. Just off hand I would think 6 would probably be plenty with that much tire. For sure it is plenty on the back. Might need 9 in front, but I doubt more then that.
Must be a heck of a disk chisel for 16' to hold that tractor to 4.5 mph.
