You are partially correct. According to the hydraulic schematic of a TR96, the pump has a relief valve for the priority flow (steering) set at 2000-2100psi. The stack valve has a relief valve in the master valve set at 2250 psi for the rest of the combines auxiliary hydraulic functions.
