I'm a Civil Designer ( road engineer) and one of the jobs I am currently involved in is upgrading guardrail safety. By the looks of it from the photos, the guardrail had an old style end treatment that is no longer used and new styles of end treatments have almost eliminated the possibility of the spearing occurring.
