Have seen this issue with oats up here as well, if the oats aren't cleaned well or a little trashy they bridge just above the meter. I run the oats completely empty everytime, blow out the dust and refill. I have never had an issue with it but neighbors have and ended up getting their seed recleaned so they could seed the oats.
John Deere knows about this problem with oats as there were d-tach problems sent about it. Nothing has changed since on the new carts either. I think the space to fall to the meter is a little narrow compared to others

I use the green meter to seed ours if that is any help
