Are you or have you run bio-diesel in it? May have algae growth in the tank. If the filters have black slime on them that is a fair indication of algae growth in the tank. Find out if it has a screen on the intake pipe. Have a friend that had a 1688 that had the problem you describe. He had to drain the tank and clean the screen on the end of the pickup pipe.
