If your goal is to kill algae and you are going to use the water for something like burndown, try a pint of roundup. It kills algae like any green plant (well almost any - at least better than marestail). I don't know how long it lasts but have done this and had it go three weeks without turning green again. Roundup is something I usually have on hand.
For 3,000 gal. maybe you have to go to 3pints to a half gallon.
