I planted hairy vetch in a very small test plot last year.  We had a pretty cold winter here by Indiana standards and it survived the winter surprisingly well.  I believe the recommended seeding rate is about 20#/ac drilled, 30#/ac broadcast.  I would think either hairy vetch or crimson clover would work similar in improving tilth and organic matter production.
