Yes they do, very high in protein. They will eat both the tops and the root that sticks out of the ground. I don't think that they will be able to pull them out of the ground like a turnip without breaking them off, but what is left will decompose quickly and feed the critters in the soil. I would highly recommend a mix of cover crops for grazing. Try to include grasses, some legumes and other brassicas such as turnips and rape. Everyone that we have sold cover crop mixes for grazing say once the cows figure it out they love it.
