I don't know about a heavy harrow, never tried one, but after plowing and discing a few times last fall, I still had a lot of soddy clumps of fescue, I used regular diamond harrows to break them apart, let them dry, and preferably freeze/thaw a few times then harrow again. heavy harrow should just be that much more effective, likely too effective to follow plowing , as it could turn up more sods, but after a disc it should work. Only concern I would have in our soils is compaction from discing and harrowing. But that is likely unique to our soils, most are safer to disc than ours are.
