Any OEM or vendor releasing new hardware is going to claim that Win98 is not supported, since MSFT has ended support as of July 11, 2006. That means if a hardware vendor claims Win98 is supported, the hardware vendor will have to handle issues that might be wholly Microsoft issues. None of the hardware vendors want to do that.

Build it up and try booting Win98 on it.
