There are rubber suspension pieces (an iron spade and C shaped iron poured with rubber) at each end of the bogy mounting bar. These get torn out and drop the end wheels to the ground. Normally the end wheels should ride about 1/2- 3/4" higher than the bogies. When these fail and get replaced it makes a huge difference in ride on the road. Scraper tractors are especially prone to this. HTH
