ACTUAL usage rather than a "paper pass WITH a paper credit" so to speak on major areas of usage is the REAL deal.
Granted what I think ( USE gets RID of corn...paper passes do not, that simple ) certainly does not fit in with the "gaming" mentality of our system though.
Valero says ethanol subsidy is not needed
