I have raised over 1000 a of oats--not too much if I was in small grain country, but I'd bet more than about anyone in Iowa. Fertilizer just adding test weight/not enough yield to pay for itself is hogwash.

Of course if your soils are testing very high and you add more, you won't get an economic return. But fertilizer adding test weight/not paying is baloney. If the soils have a high test level so that fertilizer won't pay, it won't add test weight either.
