Rawson has an "Accu-Speed" that uses a 5Hz Garmin GPS receiver that will let you know when you have GPS reception and when you lose it. If you do lose GPS, it will continue to output the last known speed signal until it reaquires GPS. http://www.rawsoncontrol.com/index.cfm?pageID=39
