It's probably that pot metal crank looking thing under the steering wheel. It's purpose is to let the key engage the starter switch with the tilt wheel in any position. I don't have time to give you a link but Autozone has them; they're made by Dorman Products. If that's what it is it's kind of a pain to replace because you have to disassemble some of the tilt mechanism to get it out.
