As soon as the plant starts to develop seed it pulls all the nutrients needed for the seed from the leaves and stem.
If cut when the oats are developing the grain then you have perfect rat and mice feed, in a bale. When the rats and mice get finished eating the grain you are left with oat straw to feed the livestock. That is how we used to do it and I doubt if things have changed.
A real advantage of the oat grain and all the rats and mice that come to eat, it will also attract all the rat and mice eating snakes.
