I second what soil life says, it has more to do with better reporting, and more population living where they really shouldn't be making normal weather into human catastrophes ( think New Orleans)
Tim Ball is a climatologist who makes it his mission to debunk the global warming alarmists. Somewhere I remember him saying that the past few decades have been exceptionally predictable as compared to the wild swings and weather events throughout history. So we base our expectations on what we perceive to be normal , even though we have no idea what long term normals really are. A human life time is just way to short to get an idea of long term trends and averages.
