1) Make sure you have a good fuel flow from the tank and through the filters.

2) You have a transfer pump that pressurizes the fuel going into the secondary filter. Crack the bleed valve when the tractor is running. It should be under some pressure. If not, that pump may be bad.

3) Otherwise it is probably the injection pump.
