I've been going the other way. Preplant with or without incorporation hasn't worked as well as pre-emerge. Perhaps it's the soil finisher burying the herbicide, but normally I don't get as good of control (more escapes in high pressure areas) and it seems to run out before it's time to spray round up or other post. My pre-emerge looks great (cheap establish atz and 10gpa 28%). We'll see how long it holds, but it appears to doing a nice job so far (I would normally see some spots by now - 3 weeks after planting).

In the end I guess it depends on the herbicide since some are labelled for fall application. Also, going earlier might mean using more water/carrier to make sure the herbicide is mixed evenly throughout the soil - I'm thinking this is possibly part of my problem with preplant/incorporation. If you plan not to incorporate, there is always the risk that the planter will disturb the layer of herbicide and give you that nice weeds in the row and clean in between rows situation.
