Is this a new system this year? There should be a pressure reading on the gauge, but if it has sat over winter, the gauge may be blown.

Do you have an orifice or micro tube to restrict the flow to the rows and create back pressure?

I think that it sound like a calibration issue, but you need to know what pressure the system is running at, what size the restriction (orifice or microtube) is and how much pressure it takes at a given speed to put out the desired rate through that restriction. Closing down your return line until it creates the required pressure to feed the rows will increase your application rate. The Redball monitors will indicate that you are getting even flow to the rows, but do not control application rate.
