Wow, that doesn't look very friendly for repairing . . . . how much slop/play is there in it? I'd give a call to buffalo equipment and see if there is any info on the part (drawing) to see how big a shaft/plate is in the tube . . .  you may get by with it for several yrs or life time ? If needs replacing, cut it out and make a replacement that goes all the way through the  tubing . . . . This would be a job I'd have to take to a more experenced metal repair shop then I . . .
