What you just said tells me that they are germinating in the fall, earlier in the fall.  Apparently, the soybeans are providing enough canopy that they don't have a chance to germinate; whereas, in the corn, the corn leaves are dropping down, allowing enough sunlight to reach the soil surface between the rows, that the weeds are germinating.  Does this make sense?  do you think this is what is happening?
