For a 6" probe use times two for pounds of nitrate/A, for a 12" probe use times 4 for the pounds per acre.

Also if there is much organic matter there will be some extra nitrogen associated with the OM.

This is not considering the amount of ammonium, which is seldom looked for. in addition there can also be some Nitrite which is a transition phase going to a nitrate.

I would suspect that the recommendation for top dressing the seedlings is because tiff is a really small seed plant and may need a little extra boost. After all 60 lbs is not a whole lot nitrogen for a grass hay.

Personally I like to summer fallow before planting alfalfa, to give me time to incorporate 5 years worth of potash and phosphate prior to planting. It is a perfect opportunity to get the ground really smooth also.
