N-Serve knocks down your populations of Nitrification bacteria which convert Ammonium to Nitrate, which is not stable in the soil like Ammonium.  Usually this can buy you one or two more weeks of anhydrous applied staying in the ammonium form and therefore not denitrifying.  So the guy may be right (depending on temperature);  you may gain two weeks.
