What is the buy in?
As I understand it:
Because Congress was late passing the farm bill in 2008, there was no requirement from the FSA for crop insurance in the spring of 2008. Once they passed the farm bill, growers who didn't have any insurance were allowed a RMA 'buy in,' so as not to penalize growers who didn't have insurance because there had been no requirement for it.
