I wouldn't, or I would go out a two to three weeks early and plant one pass.
It will come up and look fine. Then, when it tries to make first true leaf it will turn red and either die or be stunted for a couple of weeks, if there is still ally. If it grows out of it it will make some cotton but won't be a bumper crop. Ally is really nasty stuff for cotton. Only way to know is to try a little bit. If you have had lots of rain and your soil ph is low it might be gone.
