The proper setting for the flow control valve is 2 to 2 1/2 seconds from fully retract to fully extended with the oil warmed up and the throttle at 2200 RPM for a typical 3"x8" cylinder. The valve is located on the right side of the front cover of the selective control valve which is located under the hood. Takes a 9/16" wrench to loosen the lock nut and a screwdriver to adjust the valve.

If it has been a while since the hydraulic filter has been changed, I would do that first as well as draining the hydraulic oil and pulling and checking the suction screen since the tractor is at least 47 years old. Its the lowest plug, just behind the hydraulic filter cover on the side of the transmission case. If the oil appears to be reasonably clean and not milky,you can reuse it, but use a funnel with a screen in it. If the screen is clean and the response time is not materially improved, they you need to check the stand by pressure of the main hydraulic pump. It should run close to 2250 PSI.

Forgot to add, there is a return oil bypass valve that is used for single acting cylinders that was used for wagon hoists. Some of those wagons would not go back down when empty until the valve was turned open . Can't remember exactly where it is located other than saying it is on the left hand side of the transmission case.Your valve could possible still be open since you were using a single acting cylinder. Unfortunately, it is not shown in the shop manual.
