Those numbers for CEC and OM are very familiar in this area's heavier soils. On lighter soils both OM and CEC go to heck. Anyway, on your numbers: I would be willing to bet that the lime is going to do you as much good as anything. When we are dealing with CEC soils of this type, working soils wet can be an issue from a compaction standpoint. The sidewall compaction could become an issue if that was planted wet. A spiked closing wheel on one side might help you on that. The spike wheel needs to be an inch or so taller than the press wheel on the other side (assuming a Deere/Kinse type system). The lime might help somewhat on the sidewall compaction. Depending on make of planter/model what other suggestions might be appropriate. The fertility isn't particularly out of whack for that type of soils around here.
