Some makes of generators use semipermanent magnets to initially build up voltage in the windings. If the generator sets too long without being run, these magnets will lose their magnetism enough that they will not build up voltage. Some external source of voltage must be applied to the windings to get it to build up sufficient voltage and begin generating electricity. That also remagnetizes those semipermanent magnets.
