I think your problem might be the slide rusted or pitted that carrys the throw out bearning. Our 2510 loader tractor has done this. Remove the bottom cover and have someone depress the clutch to see if the throw out slides and hits the clutch fingers easily. The throw out bearning slide is greased by a small hole when to grease the throw out. Ours would depress hard and not release nice when this happened. Also, the PTO clutch has a grease jerk, ours has to be engaged to see jerk on bearing. Spray silicone on tube(slide), grease it up and see what happens. In the clutch, only three pins that can cause problems, don't think they would rust up to not being able to release clutch
