FNA (Farmers of North America) just quoted the 46-0-0 urea price at $415.00/metric tonne. (2,204.6 lbs).
That price equates to $0.41 per lb of actual N in CDN dollars.
In comparison your price of $390.00/T equates to roughly $0.424 per lb of actual N in US dollars.
