That would have some merit possibly if you could assure that the residue would remain moved throughout the winter months.
Generally that may not be case, at least "here". I've had both cases happen making strips in the fall, sometimes the residue stays and sometimes within a half an hour, the field has no visible signs of it being strip tilled.
