My preparer deducted the value of putting in tile line of that size & length on the - er, 20 year? - plan. It seems to be a common thing, my tax preparer is a pretty good CPA with many years experience & a lot of business. He doesn't like to see a customer waste tax money, but he doesn't go for fraud either.

The deal is you wouldn't pay that much for the land if it weren't tiled - you are buying the realestate, and you are buying the tile also. The tile is a depreciable item.

I don't know what an outlet is, or the value of such a thing? Well I know how tile work, but I don't know what sort of value an outlet has - it's just a couple of feet of tile 'here'?
