Likely no one makes crop plans based on 5%, are there high value crop growers that buy 19 other farms 5%, and grow a crop. Not cotton undoubtedly, but veggies or some other. Does it work that way? Ive heard alot that farms usually only use a lower % of their permit, so maybe they only need 50% of what their permitted, so they woulnt need to by 95%. Just curious, sounds like a terrible situation for all.
