There are a lot of "well, it depends" regarding your question.

What is the current pH? And, what is the buffer pH?

Yes, you can put too much on for a variety of reasons.

Yes, it's possible to get the pH too high. High pH and certain chemistry scenarios are disasters for subsequent crops.

In my experience, there isn't any difference in CCE between finely ground limestone and the same stuff that is formed into pellets with the exception of a much higher price tag for pellets. Pelleted limestone is simply finely ground limestone of the same quality pressed into a pellet mainly for handling reasons.
