If the concrete will have any reinforcing in it, leaave the calium cloride out. Hot water is only necessary if the at delivery temp. of the concrete will be below 50F. Ask for a accelerator or add 1/2 bag more cement. The accelerator or the extra cement will give a quicker rise in hydration tempreture. My concrete jobs in these conditions require a cold weather concrete plan and generally that will require some form of insulation, either straw and plastic sheeting or insulation blankets. In your case the blankets spread across the case hole and extending 4 ft out from the edge would satisfy me. Put a thermometer in the edge of the concrete wall where you can observe it. Place it in a drinking straw that is sealed on one end, so that you can retrieve it. Check the the hydration (chemical reaction of cement and aggregate forming concrete) if it never falls below 40 or 50f for initial cure you are good to go.
