Went thru this problem last year. If the truck has thrown a code such as loss of transmission output speed sensor, the computer goes into a limp mode that limits rpm to 1500. The sweet deal is it takes someone with a code reader to reset the computer as simply fixing the problem with say a new sensor or wire repair will not be enough. Cummins has made some enemies over the years with their electronics BS. Good luck
