It's complicated. There is an added land factor if you added land this year that will make you eligible for more PP acres than your 4 year history will support. If you still have turned in more than eligible it should roll to the next closest paying crop that has eligible acres. You may not have any eligible bean acres. There are other factors to consider and without knowing more it is hard to give a good answer. Here's a link to the PP handbook. You can also checkout the RMA website.
