Yes, the pto is "live". It has a fully independent clutch at the pto housing with a control lever coming out of the housing. Live is usually the term used for a two stage clutch, where the clutch pedal disengages the transmission halfway and the pto if depressed fully; but the IH 504's pto is completely separate from the transmission clutch.
