Subject: 2588 engine rpm

North Central ND

I have a new to me CIH 2588 07 model that sometimes will only run up to 2000 engine rpm, if I shut down and restart then I can get 2450 rpm. It has happened at start up and after short periods of idling. Fuel filters have been changed. Any ideas?
