Agree use a real hay tarp not a chain store light plastic or nylon one as they rip to shred. From what I remember of cotton or canvas tarps a little handling and they leak.

With RB' you can pyramid stack them two high or three high no problem.

You are better off stacking them on a 4 inch deep gravel or crushed rock pad to protect the bottoms.

As you are stacking place a line where it will go under the a set of bales. Tie the tarp to these lines to keep the tarp stretched. The idea is to keep the rain from running off the upper bales and then into the lower bales. So you do not have to pull the tarp to the ground just so it keeps water from running into the next bale.

Do not cover the ends let the air circulate.

Rule of thumb. You will pay for a gravel pad the first year with hay you save. The tarp will pay for it's self in 3 years.
A good tarp you can leave in your will. if it is treated with respect.
