Subject: JD 4020 rocker arm lubrication problem

I adjusted the valves on my JD 4020, 1969 model. When I pulled the rocker arm cover it seemed to me like things looked like they weren't getting enough oil for good lubrication. I adjusted the valves and ran the engine without the rocker arm cover installed. I figured oil would begin splashing around some out of the rocker arm shaft. Nothing. I pulled the rocker arm and blew air through the oil hole inlet and blew out the lube holes. The roll pin is installed and the oil hole lines up with the inlet in the head where the rocker arm sits. I'm afraid I have something blocked farther down that isn't allowing oil to the top end. Oil pressure is within spec using a manual gauge at the pressure sender hole in the block. Any thoughts? Tia
