Here ,paint and leave it be.There was a time when asbestos disposal recommendation here was to bury it on site.Not sure now.I did that on a house I owned.Terminated an employee whom was not doing his work on another farm.After his firing he called the DEP(EPA here) and turned me in for burying asbestos.They informed me that I was doing it correctly.
Would you buy a house with asbestos siding?
