If one can not administer a 7 way shot to a neighbor’s calf and charge for that, then there are a ton of folks about to be arrested.
Most people are breaking some law on a regular basis. Hence the reason that we care about big brother collecting data on us. We all have something that we'd prefer to be not provable.
