If the top of the soil is dry, the microbes basically can't do their thing. Putting N on wet soil with no incorporation is much worse. Still not ideal to have it just hanging there in warm temps. The ammonium nitrate part of the 32 is pretty stable but could leach with heavy rain. The urea is what will volitize away.
