| Yes we all want to find a dr evil in the mix who is pulling the strings. At this point there isn't one.
I'm sure agencies like the USDA have mission statements, but they probably have more to do with enhancing the agency's scope and authority. They say things like "stake holders" and even have some public comment sessions, but all that gets tossed in the bin because it doesn't fit their mission.
It often looks like gov't employees are totally inept, but the reality is they don't serve us. They probably work diligently, it's just not for us. They may have served us at one time, but once it became gov't for gov't's sake, that went away.
