That's a good suggestion, except for I wouldn't use Boundary, I believe that has unsafened metolachlor in it which is a no-no pre-emerge/pre-plant on corn. A safened metolachlor + metribuzin should be fine though.
You could also add some Python, but that's not going to help the waterhemp control.
